A Dagsboro man is suing the city of Seaford and two police officers over a 2011 traffic stop in which he says two officers shocked him with an electronic stun gun because they thought he was somebody else.
According to The News Journal, the lawsuit says the officers were heard laughing on a surveillance video after one suggested placing drugs in Reginald Johnson's car. The September 2011 traffic stop was captured on a squad car video. Johnson claims the officers used excessive force.
After he was hit with the stun gun, Johnson can be heard screaming in pain and protesting that he did nothing wrong.
Seaford City Manager Dolores Slatcher told The News Journal she hadn't received a copy of the lawsuit and could not comment.
