Dover Pain Clinic Owner Charged with Health Care Fraud

The owner of a Dover pain clinic faces charges of felony health care fraud.

The Delaware Attorney General's Office says its Medicaid Fraud Control Unit conducted a lengthy investigation into various billing practices at ABG Pain Clinic on South State Street between late 2012 and late 2013.

Dr. Senad Cemerlic owns the clinic and is an anesthesiologist.

He faces six counts and has been released on $112,000 unsecured bail.

Cemerlic is under orders not to practice medicine or have patient contact, and was ordered to surrender his passport.

The Justice Department says the alleged fraud included billing for services not provided to patients and submitting claims for services and testing that were not medically necessary, among other alleged schemes.

Prosecutors say a tip to the Medicaid Fraud Control Unit hotline led to the investigation.
